Abstract: Information and Communication Technologies (ICTs) have received special attention in the pursuit of good governance and have been regarded as the source of development in contemporary times. Since ICTs are efficient and reliable, they are now working in most countries as a mechanism for good governance and development. The aim of this paper is to examine the role of ICTs as a mechanism for good governance and rural development in the context of India. Emphasis has also been given to identify some of the ICT tools needed for good governance and suggest policy directions that will foster best practices for the science and technology ministry in India. A desktop research approach was used in this paper to evaluate some technical details on the ICT tools in achieving good governance and rural development in India. In conclusion, appropriate policy suggestions for optimal use of ICT in promoting good governance and rural development in India have been suggested.

English Lexical Competency of Engineering Specialties Students of Nonlinguistic Higher Institutions: The Cognitive Teaching Methods

Abstract: The article deals with the problem of applying cognitive approach to teaching English terminological vocabulary to students of engineering specialties of higher educational institutions. Both the notion of “cognitive approach” and its interpretation by domestic and foreign scientists are considered. A comparative analysis of the formation of the English language lexical competence of students of engineering specialties has been carried out. It is proved that mastering of foreign language professional vocabulary is one of the main components professional foreign language because it increases the educational process efficiency, contributes to the formation of a competent specialist, competitive in modern conditions. It has been proved that the cognitive approach to teaching technical vocabulary significantly improved the students’ ability to memorize the new terminological effectively.

Political Perception in India a bout Public Opinion using Sentiment Analysis on Twitter

Abstract: The political inclination of a country plays important part in a country. Twitter data is analyzed by using various sentiment analysis techniques to give insight of public opinion regarding political perception. The use of emoticons and emoji has increased on large scale to express feelings. The sentiment orientation of emoticons and text are related. The analyzing sentiment orientation of emoticons and text together boosts the performance of sentiment analysis system. The effect of sarcasm in political tweets is analyzed The proposed system consists of analyzing political tweets using four different techniques of sentiment analysis word wise sentiment analysis, emoticons wise sentiment analysis, emoji wise sentiment analysis and combined sentiment analysis. The accuracy of a system is validated by using Support Vector Machine. The effect of sarcasm on political tweets is analyzed using Support Vector Machine algorithm.

Trolls To Cyber Mob: The Virtual Rape Through Facebook

Abstract: Sexual harassment charges and allegations are on the rise in the film industry. Many in the industry have come forward to share the bitter experiences they went through while pursuing a luminous career. Some of them assert that there exists a “casting couch” syndrome in the industry. In addition to being physically assaulted, these gifted actresses are victims of sexual repartee. Social media has become a virtual platform for this. Award-winning South Indian actress Parvathy is one such victim as she was viciously trolled and abused on social media. Lewd and malicious comments and posts were hurled on Twitter and Facebook after she publicly criticized the misogynistic and sexist dialogues in Mammootty starrer ‘‘ Kasaba’. This paper examines the nature of cyberbullying of celebrities in the social media and the attitude of the general public towards it taking the Parvathy issue as a case study. Fifty trolls related to the issue were selected for analysis. Then the response of a sample of 500 respondents of age group 15-60 from four districts of Kerala were obtained through a structured questionnaire survey. Frequency analysis is used to present the data in the form of proportions or percentages. The study found that the cyberbullying against actress Parvathy was gendered and sexist and also it showed that females disagreed with the cyberbullying against Parvathy whereas males supported the attack.

Abstract: The study aims to try to identify the extent of interest in the state of scientific progress and distinctive technological development to be achieved without the availability of two basic ingredients, one of which is the presence of visions and clear plans. On the development of human resources, the establishment of the information and communication infrastructure, and the introduction of information and communication technology in the various stages of education, especially with regard to continuing education, in order to achieve economic, social and cultural development of society; and knowledge of the necessity and atmosphere System of laws and mechanisms of facing the challenges and developments that employ ICT under a new international system based on technological development. And that the information and communications technology industry in some countries has become an economic weight up to the extent that it has become the dominant industry, and that it has replaced heavy and transformational industries, and this was predicted by economists since the emergence of communications and information technology will be an existing basic economy for most countries and therefore must be transformed How to develop education through this technology.
